Antarctic Treaty Consultative Meeting

Every year, States Parties to the Treaty meet “for the purpose of exchanging information, consulting together on matters of common interest pertaining to Antarctica, and formulating and considering, and recommending to their Governments, measures in furtherance of the principles and objectives of the Treaty” (Article IX).

This meeting is called the Antarctic Treaty Consultative Meeting (ATCM). Although from 1961 to 1994, the ATCM was only generally held every two years, since 1994, its meetings have become annual.

The Committee for Environmental Protection, created by Articles 11 and 12 of the Madrid Protocol, has met at the same time as the ATCM since 1998, “to provide advice and formulate recommendations to the Parties in connection with the implementation of this Protocol”. This body, legally different from the ATCM, provides it with advice and scientific expertise. 

The measures, decisions and resolutions adopted by consensus at the ATCM give effect to the principles of the Antarctic Treaty and Protocol on Environmental Protection to the Antarctic Treaty and provide regulations and guidelines for the management of the area covered by the Antarctic Treaty and work of the ATCM. Only Consultative Parties participate in the decision-making process. The other participants in the meeting may, however, contribute to discussions.

2021: France’s organization of the 43rd ATCM

Every year, States with the status of Consultative Party take turns organizing, hosting and chairing the ATCM. Due to the COVID-19 health crisis, the ATCM was unable to meet in 2020.

In 2021, France is responsible for organizing the work of the 43rd ATCM and the 23rd meeting of the Committee for Environmental Protection, which, as has become practice, will be held during the first week of the ATCM. It is the third time France has taken on this responsibility (following 1968 and 1989).

At the start of 2021,

It is still difficult to determine whether the COVID-19 pandemic will allow delegations to physically meet in Paris or not or whether the ATCM will be held by videoconference, like many international conferences and meetings.

France very much hopes to host a physical meeting and is discussing this possibility with the Parties to the Treaty. A decision will be taken in due course. 

The meeting is scheduled to be held from 14 to 24 June at the Maison de la Mutualité, in the heart of the Latin Quarter.
